Job Description

Participate in providing Midland Health with innovative, strategic leadership and expertise in the development, implementation and sustainability of a market competitive benefits program, including health/welfare, retirement and other benefit related programs.  Participate in development and maintenance of employee benefit portal and design of annual enrollment programs.  Responsible for disability program management (STD, LTD, life, etc.) and ACA management and reporting and all records related to position.  Responsible for consulting on employee issues and education to facilitate enhanced understanding of all benefit programs and problem resolution resources. 

 

SHIFT AND SCHEDULE

Full Time: 8:00 AM – 5:00 PM

 

ESSENTIAL FUNCTIONS/PERFORMANCE EXPECTATIONS

  • Manage a centralized benefit function supporting all Midland Health entities.
  • Participate in the design and administration of employee health/welfare, retirement, and absence management programs and policies that maintain external market competitiveness and compliance with all governmental and regulatory agencies.
  • Participate in the RFP and implementation process for benefit related programs.
  • Provide communication and education of Midland Health benefit programs to facilitate employee engagement and understanding of their total rewards.
  • Partner with retirement plan recordkeeper and retirement plan consultants to administer retirement plans, including 401(k)/403(b), frozen defined benefit plan, and non-qualified deferred (NQDC) compensation plans.
  • Maintain current knowledge of COBRA and HIPAA laws and requirements.
  • Maintain current knowledge of Health Care Reform laws and requirements and administer ACA analysis and reporting.
  • Partner with Compliance and Employee Relations HR staff to oversee FMLA/ADA process, e.g., STD, LTD, certain life claims, etc.
  • Ability to manage HRIS benefit related systems, including implementation, testing, report writing, troubleshooting, design, automation, etc.
  • Establish and maintain a culture of engagement for the benefits team fostering continuous improvement including efficiency and effectiveness.
  • Partner with benefit consultants and utilize Dayforce system to provide analytics to support plan design enhancements. Present timely data and dashboards that provide management with critical information on benefit utilization, market comparability, cost and budgets.
  • Develop and maintain benefit related policies. Ensure benefit policies are consistent with applicable laws and regulations and aligned with organizational strategy.
  • Assist in the oversight of respective benefits/retirement plans.
  • Assist in managing contracts and relationships with benefit vendors and internal and external parties to ensure expectations are met/exceeded for consistent administration of programs and service levels.  Resolve administrative problems with carrier representatives.
  • Oversee all benefit billing processes, to include verifying the calculation of the monthly premium statements for all group insurance policies.
  • Communicate relevant statistical data related to premiums, claims and costs.
  • Oversee monthly and quarterly compliance checks for health plans, retirement plans, etc.

 

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in human resource, finance or related health care field, and/or to be attained within 3 calendar years.
  • 5 or more years’ progressively more responsible benefit experience.
  • 2 or more years management experience preferred.
  • Demonstrated ability to use Microsoft programs – Outlook Excel, Power Point, Word.
  • Prior experience with Ceridian Dayforce is a plus.
  • Exercise independent judgment in decision making concerning non-routine issues under general supervision.
  • Demonstrated excellent written and verbal communication skills.
